I am learning a foreign language, but I keep forgetting new words.

We don't learn new words in a more logical way. They are easily forgotten if we study them in isolation or in a context that is unfamiliar or uninteresting to us.
Reception number 1. When you see a new word that you want to remember, imagine using that word in real conversation - give the word context! Even if it does not exist separately, but in some sentence, mentally replay the situation in which you say it. If it's hard to imagine, try writing a sentence with this word. You can also use the association method by associating a new word with something memorable, interesting, or funny.
We often don't use our hearing to memorize new words.
Reception number 2. Use all channels of perception, not just the visual. Be sure to listen to how the new words are pronounced. Listen and repeat! Separately and as part of short sentences.
We do not return to the words we have passed.
Reception number 3. Practice and repetition are the friends of perfection. The trick is as old as the world, but it really works. Write new words on stickers and post around the house. Set reminders on your phone to pop up on the screen. In the literal sense, surround yourself with new vocabulary so that it catches your eye as often as possible.
