If you are a citizen of Ukraine trying to escape Russian attacks and seek refuge in Romania, we have prepared a short guide to help you better understand national entry regulations or find accommodation, transport or even a job after crossing the border. boundary.
Where can I cross the border from Ukraine to Romania?

If you come from Ukraine, you can cross the border directly into Romania or enter the country via the Republic of Moldova. There are several border crossing points between Romania and Ukraine, namely Halmeu/Dyakovo, Sighetu Marmației/Solotvino, Siret/Porubne and Isaccea/Orlivka (ferry crossing). By far the busiest customs have been at Siret, Sighetu Marmatiei and Isaccea, so you can expect queues at these points, especially if you're traveling by car.

A map of the border points between Romania and Ukraine and real-time waiting times can be checked on the Romanian Border Police website - here. You can also call for more details - the helpline in Ukrainian language activated by the Romanian Border Police.

A list of border crossing points between Ukraine and neighboring countries is available here.

Romania welcomes Ukrainian refugees: A brief guide to entry rules, asylum regulations and what to expect at the border
What documents do I need to enter Romania?

Ukrainian citizens can enter Romania on a short-stay status by presenting a valid passport at the Romanian border crossing. This document allows you to stay in Romania for 90 days.

Even if you do not have a passport, you can enter Romania by applying for asylum at the border. In this case, you can present another identity document (identity card, birth certificate, etc.) for humanitarian reasons or simply declare your identity without an identity document.

Suppose that the security situation does not allow re-entry into Ukraine until the expiry of the time allowed to enter and stay on Romanian territory. In this case, citizens of Ukraine should apply to the nearest regional body for immigration.

All Ukrainian children are accepted into Romania, even without an identity document. However, things go faster at the border if you also carry the minor's identity document or birth certificate. Unaccompanied minors can also cross the Romanian border from Ukraine.

If you are a Ukrainian male, you can also enter Romania as long as you meet the conditions for leaving and entering Romania.

You do not need a negative COVID-19 test or vaccination certificate to enter Romania. Also, citizens of Ukraine are exempt from quarantine regardless of whether they come directly from Ukraine or transit through the Republic of Moldova. Also, you do not need to fill out the Digital Form to enter Romania.

Can I bring my pet with me?

You can bring your pets to Romania even if they are not vaccinated against rabies or microchip. The National Sanitary Veterinary and Food Safety Authority (ANSVSA) has granted a temporary exception to the observance of certain rules on the entry of pets from Ukraine into the national territory.

Pet owners are required to complete the Pet Location Form upon entering Romania and then complete all formalities and procedures.

There is a public group on Facebook where people offer various solutions (such as guarding or accommodation) to Ukrainian pet owners coming to Romania.

How can I seek asylum in Romania?

Asylum is a form of protection that allows you to stay in Romania. From the moment you apply for asylum in writing or verbally, you are considered an asylum seeker and cannot be deported (deported) to your country of origin.

You can apply for asylum directly at the border crossing point or later at other points in Romanian territory, but before your visa/dreptul de sedere expires.

You will need to fill out an asylum application form with your personal information and during registration you will be fingerprinted and photographed. The standard form can be completed in your native language with the assistance of a designated official.

You must present all documents relevant to your personal situation at hand, including passport, and you will receive temporary identification for asylum seekers issued by the General Immigration Inspectorate (IGI).

You have the right to remain on Romanian territory until the asylum procedure (including preliminary and secondary interview) is completed and you are protected against deportation, extradition, forced return across the border or region. Romanian state.

Granting refugee status usually takes one to two months. Asylum seekers in Romania cannot leave the country while their asylum claim is being processed.
For more information on asylum procedures, foreign citizens can contact the Romanian National Council for Refugees (CNRR) - here.

More details can also be found on the Romanian government website - here, on the IGI website - here and on the Dopomoha.ro platform developed by Code for Romania - here.
