Cruelty is a way to rise at the expense of another, to establish one's own personality, the value of this personality, by influencing another. In fact, cruelty is a hopeless option on the part of a person who does not have arguments, does not have personal qualities and opportunities that allow to exist harmoniously in this world.
Cruelty is a clear example of disharmony in the world. One should not, for example, confuse cruelty and harshness, when, for example, a father harshly reprimands his child. This does not exist in cruelty, which can only justify itself by righteous motives, but in reality is only a form of impotence.
When a person cannot prove and defend his own position, he shows cruelty, when a person takes pleasure in the suffering of another, he shows cruelty, when a person does not have the inner strength to surpass himself, he shows cruelty in order to make an attempt to surpass the external world. Of course, all such and other existing motives for expressing cruelty to the outside world are stupid or simply senseless, but it is stupidity that often guides human actions.
Generally speaking, people are cruel to each other because of the lack of appropriate knowledge. Sometimes a person may simply not understand his own psychology and banally not be aware of the reasons for his own actions and the factors that prompt him to be cruel. Sometimes he is deluded and considers his behavior to be justified, although it is quite clear that there are no excuses for cruelty.
Stupidity is probably the main factor, and in addition to stupidity, there are various other negative factors at work. For example, this factor can be fear, not only purely physical, but also, for example, fear of losing one's position or something similar. Fear always gives rise to aggression and a person becomes cruel to others in order to cope with the fear, with which he actually loses and, although he may appear strong in the eyes of others, he is actually weak.
By the way, the ability to rise in the eyes of others is also an important factor, since people are essentially timid creatures and therefore often automatically feel some piety towards those who commit cruelty. Such behavior in the evolutionary sense has quite a lot of advantages, but in the sense of being a human being, a reflective personality, of course, it is only a sign of decay and soullessness.
In my opinion, cruelty is always a sign of weakness and stupidity, without the presence of these factors, cruelty simply cannot occur, since a strong and intelligent person always deeply sees and evaluates the world, has high demands on himself and is unlikely to ever disturb the harmony of this the world with cruelty.
