I think so - touched someone's heart, played on the feelings of a person, be kind - bear responsibility for this. When a wallet is stolen from someone in the gateway or scammers lure out money by deceit, everyone knows that this is illegal, and therefore punishable. This is at least condemned by society. But there is no such article according to which the deception of feelings would be a crime. When it comes to a broken window or damaged car, the physical damage is more visible and easier to prove. In the case of emotional harm, including heartbreak, the evidence may be less clear and it is therefore difficult to establish legal liability. But it is much more terrible when they steal not material, but more valuable: trust in the world, in people, the ability to open the soul wide open, to love. If a window is broken or a car is damaged, you know who to call. But who to call when your heart is broken?
