I understand your confusion . I had the same issue. However after digging deeper. Asking a lot of questions.
I was able to find many sites that added clarity as well talked to insurance companies directly for clarification.
That travel insurance doesn't give restrictions to part of a country . But the entire country. So if there is a conflict , war, protests , rioting with in a 12 month period prior to the date of travel . All most every where I checked. They said after heavy communication . Freely admitted you will not be covered.
I checked sites from Canada , UK, US, AU as well. I read blogs and posts from frequent travelers as well. Who stated the same thing I did previously.
The only certain way you can make certain their is no exception or exemption to their detail fine print. Is to read it carefully and in " detail".
You can not take your agents word for it. You being a consumer are responsible for reading everything including the fine print before you sign. Buyer beware.
Also I reread the US state dept post about the travel warning for Ukraine.
Upon calling the state dept myself. These are the words the state dept gave me.
When their is a warning. We post the most critical warning areas only.
But we list the entire country as well. Because conflicts in any country can expand through out at a moments notice.
So any individual seeking to travel to such area. Will be advised not to. If they go and troubles a rise our government has limited powers in such country.
We are at the mercy of that country to assist us. We will do what we can. But countries who have difficulties, conflicts, rioting , excessive protesting, or wars.
Those countries are often limited by the means in which they may help you.
Because their resources maybe strained do to circumstances beyond normal means.
Then checked with many of my personal family members. Who have been to every country. For their advice as well. They agreed with me. My family has been to almost all of Europe , Asia, Australia , South and Central America , Africa and India as well. Way to many places to list.
I was debating about going to Ukraine personally. I have many great real life friends there. Who I would love to meet again. A lady friend of mine who is from Uman Ukraine wanted to travel with me. In exchange being my personal translator and assistant. So I asked her personal advice. She misses her family deeply. But because of the escalation of fighting primary to eastern Ukraine . Her personal recommendation was to go at first. But then upon talking to her family . She advised not to. Since the Minsk agreements are being violated daily . As well as comments made by Russian military officials about going to Kiev by military force made in Russian state television. Less than 6 months ago.
I talk to Ukrainians everyday not on this site, not for relations. They tell me it's fine if you stay with in the middle and western part of Ukraine.
But not to go east at all. I also see your military posts as well. By your military the improvements to your national military . How brave Ukrainian women have joined the military . To your new naval fleet, how old tanks are converted to new ones. The talents these great individuals have is incredible.
I have only the highest regards for Ukraine and its people.
I used to watch Ukraine today. Best news in Europe . As well as many other Russian and European news agencies.
Sadly the US media rarely covers European news.

It's just advice I'm offering. Most Americans have no clue that American troops are in these countries : Latvia , Estonia , Poland, Hungary, Georgia, Romania, Turkey, military advisors from the US, Canada, GB are in Ukraine as well. US troops are now in Norway 50,000 troops at the Norway/ Russian border. There even more countries in not listing in Europe US, Canadian,GB and NATO troops are in right there.
What one does with their life is their choice. I am a family man first! Being a father is the single most important job of my life. It's job # 1 for me. So every decision I consider is about my family first, me last. My son needs me. Love for family to me is the single most important thing that decides my decisions in life.
If I was married , my wife, partner and our family would come before my personal wants, desires or needs.
That's how I was raised. The man provides, protects, and supports his family above anything else in this world. For he their leader into their future. Sets the highest possible standards for his family out of love for them.
He reflects upon their needs before his own. His wife, his children and then the man of the family is the correct order.
For if something happens to the man. His wife takes over to raise the family. So the stronger he builds that foundation for them the stronger his family will be in life.
