Love costs exactly as much as the person who tests it

When you were in love, you never thought about why you love a girl A, not a girl B? As Romer Rolland said, Love costs exactly as much as the person who tests it. Do you agree with this? I don't fully understand the meaning of this phrase ... Rather, I have several options for its interpretation:
1) the power of love can be measured by the scale of effort that a person applies to achieve it
2) a person is mercantile, and inclined to love another not "just like that" , But "for something".
Which option is more correct in your opinion? What are you ready to agree with? I try to be optimistic, and with all my heart I'm for the 1st option ... But reality dictates its conditions, and it turns out to be the 2nd option. We pass by a person, if his appearance does not cling to us. We do not call back, we do not plan a date, if in a conversation the person was boring or primitive. We do not exchange wedding rings, if in worldview, sex, life, and other aspects don't get what we want from a partner. Then what is love ???
